Vice-Chair Van Ess called the meeting to order at 9:00 a.m.
2003-04 WHEG-WTC PROGRAM FORMULA 2003-04 WHEG-UW PROGRAM FORMULA Term Expiration of Board Members The next Board meeting is scheduled for July 18, 2003.
A motion by Mary Jo Green to adjourn was seconded by Andre Jacque. The meeting was adjourned.

The WHEG-WTC formula, Simulation 3 ($7,500 student budget minus EFC) X 13% = $975 maximum award, was
approved March 25, 2003. The Board was asked to reconsider the formula. Simulation 4 ($7,500 student
budget minus EFC) X 14% = $1,050 maximum award, commits funds at a faster rate but it maintains the
current award and meets a greater percentage of calculated financial need. A motion by Ann Neviaser
to reconsider the approved WHEG-WTC formula, Simulation 3, was seconded by Andre Jacque. The motion
passed unanimously. A Motion by Andre Jacque to re-vote on the WHEG-WTC approved formula, Simulation
3, was seconded by Sandra Dercole. The motion was defeated, 8-1. A motion by Debra McKinney to
accept WHEG-WTC formula, Simulation 4, was seconded by Ann Neviaser. The motion passed unanimously.
The approved WHEG-UW formula, Simulation 2 ($3,854-EFC) X 47% = $1,800 maximum award, was approved
February 28, 2003. An alternate WHEG-UW formula, Simulation 3 ($3,854 student budget minus EFC) X
50% = $1,927 maximum award, was presented. The alternate formula would be used if the Governor's
proposed budget, which includes an increase in WHEG-UW funds, is passed and the $1,800 maximum WHEG
award is lifted. A motion by Andre Jacque to suspend the rules for reconsideration at the next
legislative meeting was seconded by Sandra Dercole. The motion carried 6-3. A motion by Mary Jo
Green to reconsider the WHEG-UW formula was seconded by Barbara Manthei. The motion carried 8-1.
Andre Jacque proposed that a friendly amendment be added to the existing 2003-04 WHEG-UW formula.
There was no second and no action was taken on the amendment. A motion by Mary Jo Green to
reconsider the WHEG-UW formula was seconded by Barbara Manthei. The motion passed 8-1. A motion by
Andre Jacque to attach a hostile amendment to the approved 2003-04 WHEG-UW formula, Simulation 2,
that Simulation 3 would be used in the event additional funds become available and the $1,800
maximum WHEG award is changed. The motion was seconded by Debra McKinney and passed unanimously.
Vice-Chair Van Ess noted that several terms expire May 1, 2003, prior to the next scheduled meeting.
He stated it is tradition for Board members to remain on the board until they are replaced.
